In 2023, one of the original founders, Houston, made a breakthrough. In a moment of madness/brilliance, he created a substance called F23 that allowed him to feel. But why invent Feelings if life in The City was so perfect?

Houston broke Rule 001 over and over; question after question, he lost his mind. But shortly after, he disappeared, leaving behind a legacy that might forever change the course of history in The City.
